You might want to try couchsurfing.com. It's not an ideal setup, but I do have a very reliable and honest friend who has hosted many people through this service.

I am currently thinking of moving to France to teach English next year, and share your interest in finding a homestay website. I'd love to hear from you via email, to learn what you've discovered and to brainstorm ideas together. Take care!
References :
For high school aged students the top three are AFS, YFU and Rotary.
http://www.yfu.org/
http://www.afs.org/afs_or/home
http://www.rotary.org/en/StudentsAndYouth/youthprograms/RotaryYouthExchange/Pages/ridefault.aspx
However these are not HOLIDAY programs. You are expected to attend school and be a part of a family -- including chores and activities.
If you are looking for a HOLIDAY, the STUDY abroad site is not the place to be.
References :
14 years hosting/repping exchange students
