Good, cheap, teen summer abroad programs?

My family is not one that has a lot of money, and many programs ask for 6,000 dollars for 3-4 weeks, which we can definitely not afford. I know that homestay programs cost much, much less since you are staying with the family, and i just wanted to know if anyone knows of any good ones? I’m a junior in high school and will be 17 during Summer 2010.
Homestay programs don’t really cost that much less, honestly. Generally, you have to pay the homestay family a certain stipend to stay in their home. Europe is not a cheap place compared to the United States, especially when you include the cost of airfare and any extra travel you do after arriving.
If I were you, I would look into travel scholarships. There are hundreds online for students looking to do traveling programs (especially homestay), and they might be able to help you out. Either way it is worth a shot.
